Difference between topsoil and "dirt"?

Supply yards in your area may not have blended or fertilized soils, but chances are they have topsoil. However, what passes for topsoil in one area may be called fill dirt in another.

Fill dirt is most commonly used to fill holes or bring a portion of a property up to grade. Fill is generally not graded. It may have sticks, clumps of grass or even a chunk or two of concrete in it.

Topsoil is normally screened to remove debris and can be used to cover the fill for planting shrubs or flowers or for laying sod.
