Filling gravel driveway potholes, what's best?

Dirt and gravel driveways can develop potholes that are messy and potentially damaging to vehicles. Repair usually involves using a crushed stone to fill in potholes followed by compacting the area. The most common repair material used is a 3/4" crushed rock. The steps for doing this are relatively simple. However, some contractors advocate a base rock be placed in the whole first and then compact it. It's believed that the fines in the base will fill the gaps between the aggregate and everything will "bind" together better.

That may work in a dry climate, but what about when it rains?

We have a road to fix because the county won't and it is about .4 long and really big and deep holes along with smaller very deep holes. Do we start with 3" to fill or something smaller to pack down then start building up with new gravel. Drainage is HUGE problem and we have to get the middle built back up. What will stay in place the best and not wash?
